Don't claim the "_static" and "_shared" suffixes when generating new cc libraries.

Test: bazel build //bionic/... now works when libdl and libdl_static are removed from the deny list.

Test: ./build/bazel/ci/bp2build.sh passes locally

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
