Revert "Add `rm -rf out` temporarily to fix incremental roboleaf CI"

Incremental CI is now green, so stop clearing the out directory.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
