Add data attr for gensrcs

This is to support additional inputs that are not tools and should not
cause additional generated outputs.

Test: gensrcs unit tests.

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
