Delete --//build/bazel/rules:enable_apex.

All APEXes should build without workarounds now, therefore there's no
need to gate APEX builds behind a flag.

Test: bp2build-incremental (apex build on ci)

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
