Fix name of the vendor api surface

aosp/2472725 incorrectly added a "-" as a separator.

Test: m api_bp2build && build/bazel/bin/bazel build --config=api_bp2build
--config=android //build/orchestrator/apis:system

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
