Modify bazel workspace's kotlin toolchain.

Also add --noincompatible_use_host_features to avoid a regression.

This coincides with updating our Kotlin rules for the 7/25 bazel
release.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
