Point java.io.tmpdir to $OUT_DIR.

This is useful because Java would otherwise put tempfiles under /tmp and
if that is full or otherwise not available, things would break.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
