Simplify static/shared attributes using a dictionary.

This reduces the number of macro parameters, and
makes the BUILD representation more similar to the Android.bp file.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
