add global clang-tidy checks

Test: b build -s //pacakges/modules/adb:adb_test &&
  verify that tidy flags are passed appropriately

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
