Add prebuilts/runtime to the bp2builds-incremental presubmit job

This will help us avoid regressions during the bazle migration.

Test: b build //prebuilts/runtime/...

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
