Load TidyChecks in a transition-friendly way

Load TidyChecks from the product_vars target instead of directly from
the soong.variables file so that it can be transitioned on.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
