Remove alwayslink handling from cc_prebuilt_library* macros

Now that it's handled as part of the bp2build process, we shouldn't
be dealing with it explicitly anymore.
Also introduce test to verify alwayslink is always True

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
