re-tabulate metrics data

if no cuj is specified then incremental build should simply display
metrics collected prviously, re-tabulating data if needed

Test: tried without `--cuj` and also with metrics.csv deleted

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
