BuildInfo as dataclass

Easier to use/modify the build related metadata
All non-time data are on the left of metrics.csv

Test: verified summary.csv and metrics.csv

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
