Fix cc aidl and hidl library to use stub lib of libbinder_ndk and liblog in android_in_apex

Test: This is a partial fix to allow building com.android.media.swcodec in the next CL

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
