incrementa build perf measurement for b

Add support for `b` and `b --config=android` builds

Test: `./incremental_build.sh -c "no change" -b b -- nothing`

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
