drop --exclude-cujs

As we have added many cujs and most of them are long-running, we should always use --cujs instead

Test: verified `./incremental_build.sh` without `-c` fails

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
