Extend java_system_modules to collect compilejars

In Soong, java_system_modules should work both for pre-9 and post-9.
They do so by collecting header jars and propagating those to
bootclasspath.

Test: bazel tests

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
