Add a detailed description to replace_is_board_platform commits

When keystone engineers merge changes back into vendor codebases,
a more detailed CL description is helpful to them.

Also remove the check for the .repo folder from
apply_scripted_change.sh to make it easier to run with
`repo forall`.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
