Revert "Reroute rules_python repo to actual bazelbuild repo"

Revert submission 2678115-reroute-rules_python

Reason for revert: manifest for path external/bazelbuild-rules_python doesn't exist in some branches causing CI breakage.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
