Support bssl hash injection for libcrypto.

Bug: 215541108
Test: Build libcrypto with Bazel and verify the hash injected, add unit
test.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
