Remove --announce_rc for local developer builds.

These are too noisy and don't really add value for most invocations. Add
it to --config=ci instead.

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
