Expand bazel ci testing.

* mixed builds: Add more targets that depend on base cc libraries
* bp2build: add directories that are converted but omitted from bp2build
testing

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
