Add hidl_package_root in Bazel

There isn't always a current.txt, which makes it a poor proxy for the
path. Instead, we'll mimic the existing behavior in Soong.

Test: b build //system/tools/hidl/...
Test: b build //system/tools/hidl/... --config=android

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
