Implement EffectiveVersionString in Starlark

Split api.bzl to allow for testing against different values of product
variables. api_internal.bzl is product-variable agnostic.

Bug: 274474002
Test: CI + new unit tests

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
