Delete alias to prebuilts

This tool will now be built from source using rules_go. Update its
rdeps to the new location in the bp2build workspace (there was an
additinal dir)

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
