Temporarily disable artifact path requirements check to resolve roboleaf
breakages on CI.

This issue needs to be resolved prior to --bazel-mode launch, so the
workaround is very temporary.

Test: presubmits (mixed_libc should pass)

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
