Remove metalava --no-banner argument

metalava no longer prints an ASCII banner, and has removed its
--no-banner argument. Update all call sites accordingly.

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
