Fix apex for runtime libs

Static dependencies of a library in an apex should not impact
which runtime libs are installed.

Verified matches Soong: https://android-review.git.corp.google.com/c/platform/build/soong/+/2586046?usp=dashboard

Test: b test :all --config=android and compare to Soong tests

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
