Support TimeZoneRulesManagerService in GSI System Server starts "TimeZoneRulesManagerService" if "config_enableUpdateableTimeZoneRules" is true in config.xml. Some projects would turn on "config_enableUpdateableTimeZoneRules" by resource overlaying in vendor partition. So, GSI needs to include all required modules for TimeZoneRulesManagerService.
