  "message": "BUILD_BROKEN_DUP_SYSPROP as escape hatch for the new sysprop restriction\n\nAs the final step for the refactoring of sysprop configuration, this\nchange adds BUILD_BROKEN_DUP_SYSPROP which is the escape hatch for\nthe new restriction.
