Add local session functionality to GBL Fastboot protocol

Add methods to GBL_EFI_FASTBOOT_PROTOCOL to support local,
i.e. graphical, bootloader sessions.

Add idiomatic wrappers and utility code to support the local session.

Tests: all unit tests pass
