sync: Add dump of pinned manifest.

Log the brillo manifest that was just sync'd, after we finish syncing
it.

To check this out as a repo checkout:

repo init -u https://android.googlesource.com/platform/bbuildbot_config

To perform a local build:

bin/cbuildbot --buildroot ~/tmp/test_buildroot \
