Relax failure on return type for unresolved types. Be consistent and don't make it a hard failure, but an unresolved type check that will execute at runtime. Test: test.py Bug: 28313047 Change-Id: Ifdc78c2a7113e7afbf2ad44184b48b3c716036d6
