Reland "Add a fast path for method tracing in artMethodExitHooks"

This reverts commit 9875cc9671edc857efd0ed86b8eaea86c3399e88.

Reason for revert: The CL wasn't the culprit for b/300656397. Tests are passing with the reland. There were other ongoing issues when the initial CL landed.
