[optimizing] Rename HasArrayAccesses and check it Since the flag is only used to see if there is a HBoundsCheck, rename HasArrayAccesses() to HasBoundsChecks(). Add a check in graph_checker to see that the flag is set if we see a HBoundsCheck instruction.
