Explicitly enable full debug information for jvmti tests

Pass "-g" to javac flags to enable full debug information. Some tests
rely on having local information to work as expected. In some
configurations we minimize debug information and don't provide local
information unless explicitly requested for.

Test: atest CtsJvmtiRunTest1912HostTestCases android.jvmti.cts.JvmtiHostTest1912#testJvmti
