Do not enable host APEX explicitly for linux_bionic.
It overrides the global enable flag that is controlled through the
Soong variable.
Test: env TARGET_PRODUCT=aosp_cf_arm_only_phone \
TARGET_BUILD_VARIANT=eng m nothing
