Add compiler filters and compilation reasons.

- Filter "other": The catch-all value for unrecognized filters.
- Reason "other": The catch-all value for unrecognized reasons.
- Reason "cloud": For Cloud Compilation.
- Reason "vdex-dm": For VDEX inside DM, to be implemented.
- Reason "def-dexopt": Deferred dexopt, to be implemented.
