Remove ConcurrentHashMap.<clinit> CheckCallers

In I6b55d2c4cdccce922ed38cc26d49f8507b7b6920 the call to check
available processors is allowed through
ConcurrentHashMap.runtimeSetup() and the direct call from
<clinit> is no longer needed.
