Revert "display: reset DSR_COUNT to the minimum"
This patch initially merged for power saving has potentially a bad
impact by increasing the dbi_hang issue occurrence on all platforms.
This reverts commit 78bd997adaed0762abbe2a3c8daa205d5ae64469.
