Attempt to banish remaining EADDRINUSEs due to RandomPort. Various tests call packets.RandomPort, assume the port is open, and fail the test with EADDRINUSE. Stop this by providing a BindRandomPort function and using it. Change-Id: I4d21a2c4db1da8f9ccaf075bd3ea5ba1b116f732
