Require new-style UID routing. - Remove support for not having UID routing at all. - Remove support for legacy UID routing. Bug: 16355602 Test: all_tests.sh passes on android-4.4 Change-Id: Iaf277ea063e6b08415eb1ecd3689fe566cad5c2c
