Turn off memory cgroups. Android intended to use memory cgroups to bias swapping towards explictly named background processes, but this is having adverse performance consequences during global kernel reclaim. Fixing usage of cgroups will require a lot of work, so turn off cgroups entirely until we come up with the proper solution.
