9300: kernel : make some changes for ESD
The use of RST signal in GOA Timing is each Frame will initialize the panel
GOA circuit, to avoid during normal use or ESD test have charge accumulation,
cause the panel abnormal GOA output.
This solution also has confirmed by panel maker, so it is no other potential
risk for end-user.
