mali_kbase: workaround: pause before init L2 on. Some devices seem to get stuck when trying to turn L2 on in rare case. As workaround, place a pause of 200us before writing L2_PWRON. Test: build, boot Test: stability test Bug: 262266339 Change-Id: I6acfbb5fbe4497e4adacab01ceb6bfd90e646874
