  "message": "ANDROID: Delete kernel_aarch64_download_or_build.\n\nThis is the legacy way of specifying prebuilts. Bazel would download\nprebuilts at build time when given a build number.\n\nThis was deprecated a year ago and no longer supported now. The new\nway to handle prebuilts should be through declare_gki_prebuilts() call\nin MODULE.bazel.
