b/16467562 -- The device ignores silent settings ... when rebooting.
Now, if the Vibrator OTP memory is programmed with calibration
data, it will skip the auto-calibration and vibration during
boot. We'll have a solution to program people's OTP later,
beginning with a factory flow change.
