lpm3, xloader: fix spi2 and i2c0 clock slow issue

This patch fixes:
Bug 578 - xloader: Hikey960 Installer images has issue with clock
	  speed on SPI2/ I2C0

Include two changes:
 - disable ocldo on big cluster
 - fix spi2 and i2c0 clock slow
