installer: hikey960: update sec_xloader, lpm3, and fastboot.img
HiSilicon updated binaries. Power management and thermal issue is fixed.
Also, starting from this version, it can support ATF/UEFI.
Change log:
- Increase PMU SSI Interface CLK gpio drive strength
- fastboot get partition length error after erase all
- solve xloader rebooting in ddr_init
- add iomcu subsys initial in xloader
- add ddr and acpu init in xloader and lpm3
